Start by looking for shut off valves under the sink. They are small handles that are attached to the water supply lines for your sink. They could look like this:
If you have these, turn them to the off position. This will cut the water supply to the faucet and prevent any further wastage of both the water and your money. If you do not have these you can proceed to turn off the main water supply which will be a handle by your water meter. This will, unfortunately, cut the water supply to your whole residence but it will stop the wastage of water.
If you find that either your main shut off valve or the valves under your sink won’t turn, then these have ceased. The best thing you can do is call a plumber right away to look at these emergency Toronto plumbing issues.

The worst-case scenario is that the parts to fix it cost more than to replace the whole set of taps.
